Gearing for gen2 turbo

If I want to go as fast as possible with 350 hp how should I gear it? How about with 400 hp? It will be 4-6 over.
RCC turbos rock!!! Rcc- Ultra plenum, case saver, Carillo rods, Wossner pistons, APE springs/tool steel shift shafts, Ferrara valves, ARP studs, lightened and balanced crank, Boostbysmith ecu editor, AMS 1000 with CO2, 475 hp. Mac arm 0-6 over, BST carbon fiber rims. Someday I'm goin' fast!

Oh,  you probably mean at a venue that has a limited surface.  In that case there will be lots of variables.   Personally I'd start 19 40 and buy 38-45 to play with.
