fuel gauge slow to react

is it normal for the fuel gauge to be slow to react on a gen 2, what i mean by that is, bike is empty needle shows empy. turn key switch off.  fill it up with fuel, then put key back on, gauge stays to empty... took me about 5miles before needle got back to full, i could see it going up slowly and slowly...  it acted like if i kept the bike running while putting fuel in...  like if the gas gauge always had power to it even tho the key is off.

mine is never slow
