needhelp with fork bolt

I need some help. I was tearing down my forks. Which was going good on the one side but started on the other side and bolt is just spinning when I try using an impact. Any tips on how to get this loose?

This isn't my pic, but it is the bolt that I can't break loose because of it spinning.
