May be trying to prevent getting a cylinder head in a "tender" portion of his anatomy if it doesn't start properly.

It aprears thats where his foot controls are ie BRAKE---looks like alot of effort went into that old ironhead

Could be bouncing up and down to try and keep the rear tire from sliding.
