Actually I do understand the tire rule. It is a lot easier to implement for cars than it is for bikes. My thinking is that no one is making Land Speed Racing tires for Motorcycles that are designed to go 250 to 300 MPH. The more rubber on a tire, the more weight Centrifugal force has to help take it apart. By removing more rubber, there is less weight to pull the tire apart at serious high speeds. Before The Swing arms got wide (As in Scott Gutherie days at Daytona, we had to shave the side of the tire to clear the chain and swing arm.
We need to find a race shop that has the equipment to shave the sides of the thread more than the center so that we have some rubber "To Burn" and none extra trying to take the tire apart. Remember, these tires were designed for a max speed of 200 MPH short time and 186 mph longer time. They were never designed for 220 to 250 "Anytime" I rather them address this now than "After the fact".
As for "Leathers at Bonneville", what can anyone say? I have a 20 year old leather suit that meets all of their requirements and a less than 1 year old suit that is made out of leather 30% thicker and a lot more padding and because it has a "FEW" holes and some Kevalar where no one has so far been able to scrape, it cannot be used!
