Cush drive! Bearings?

A while back I was having a prob with some back and forth and side to side motion of my cushdrive when on the bike.(This was on my shoot out tire rim.I replaced the rubbers and bearing on the cush drive but still had some play.Now that I'm putting he bike back together .I put back on the street rim and noticed it's perfect.So it is only loose with the other rim witch is a stock rim also.Could it be the bearings on the rimitself that are bad that would cause this unwanted motion?

On 1 it's right and then on the other it's loose. Same cushdrive thow.That's why i suspect the rim bearings.Maybe?
